Transition At Office Of Mayor: Mayor-elect Robert J. Harris (left) meets with out-going Mayor Wendell E. Hulcher in the mayor's office at City Hall. Harris, a Democrat, will be sworn into office Monday. Yesterday afternoon's meeting was suggested by Hulcer to have a "smooth transition" from a Republican to a Democratic administration.
