Ann Arbor Police gather to honor 25-year veterans

Three command officers and a detective, each of whom has completed 25 years of service with the Ann Arbor Police Department, were honored Friday at a reception in City Hall.

The honorees were Deputy Chief Donald Johnson, head of the detective division, Patrol Lt. Harold Tinsey, Detective Lt. Richard Cygan and Detective Robert Flynn.

Johnson joined the department in 1964 as a patrolman after earning a degree in police administration from Michigan State University. He was promoted to corporal in 1968, sergeant in 1970, lieutenant in 1977 and in 1984 he was moved up to captain and then deputy chief and chief of detectives.

Tinsey, also an MSU graduate, served as a uniformed patrolman for four years before being promoted to corporal in 1968, sergeant a year later and lieutenant in 1987. In addition to patrol work, he has worked in administrative planning and research and civil defense.

Cygan, an MSU graduate in police administration, was promoted from uniformed patrolman to corporal in 1968, moving up to sergeant four years later and to lieutenant in 1968. He commands a plainclothes special investigation unit of the detective division.

Flynn, who spent five years in the Army as a military policeman before joining the police force, served as a patrol officer before his promotion to detective rank in 1974. He has been working with the special investigation unit of the detective division.
